Firstly,
aircraft move on ground in an airport on dedicated paths know as taxiways.
After landing on the runway the aircraft moves through the taxiways to the bay
where it is assigned to park. No humans beings or vehicles are allowed on the
taxiways. Occasionally 'follow me' vehicles do come on taxiways and runways but
that is well coordinated and they come for some dedicated purpose. At times the
service road for airport vehicles do cross the taxiways. During such times the
airport vehicles has to ensure that the taxiways are clear before attempting to
cross them. So you see the horn would be of no use as aircrafts have dedicated
paths on the ground with least possible chance of being breached.
Secondly,
the movements of aircraft has dedicated taxiways, that is understandable, but
what about other aircrafts in the airport? In the airport all ground movements
of aircraft is controlled by 'Ground Control'. Right from engine start to
pushback or power out to taxi permission to deciding the ground route for the
aircraft to waiting for turn to takeoff, is decided by Ground Controls. So you
can see even on dedicated paths aircraft confronting another aircraft is not
possible as everything is well coordinated by the Ground Controls.
Thirdly,
many aircrafts do have a system by which the pilot can alert the ground
personnel by a sound alert. You can call it horn if you wish but it's purpose
is just to alert the ground crew. Similarly there is also a button on ground by
which you can alert the flight crew with a similar sound.
Fourthly,
in air, speed of modern airliner can be around 750 kilometres per hour and
speed of fighter aircraft will be even higher. At such speeds horn will not
serve any real practical purpose because it will hardly leave the person with
any reaction time. Besides aircrafts are air tight, so it's most likely the air
personnel will not be able to hear the horn.
So we can say an aircraft doesn't have horn in the conventional sense, but it do have a crew call button. But the crew call button is also not available in every aircraft. Also a horn really don't serve any real purpose in aircraft.
